Maximizing Your DOD SBIR Application: 6 Tips for Success

Submitting a successful SBIR proposal requires careful planning and attention to detail. By understanding the program and its requirements, you can improve your application and increase your chances of securing DOD SBIR funding.

What Is the SBIR Program?

The Small Business Innovation Research (SBIR) program is a competitive, government-funded grant or contract that supports small businesses in the U.S. to participate in Federal Research and Development (R&D) with commercialization potential. SBIR projects must align with the U.S. government's R&D needs, which are outlined in three annual announcements. 

Eligibility requirements are included in the guide for the Small Business Administration’s (SBA’s) SBIR and Small Business Technology Transfer (STTR) Program.

DOD SBIR Programs

The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) oversees the SBIR program. You’ll find most of the information you need on the DOD's SBIR/STTR website, including information about OUSD(R&E) critical technology areas such as quantum science, FutureG, human-machine interface, trusted AI and autonomy, and more. 

The DOD SBIR program as a whole follows a unified structure, but each DOD service or component develops its own set of mission-oriented SBIR topics and needs within the framework of these critical technologies. You’ll find additional information about individual service programs here:

The SBIR Proposal Process

The SBIR proposal process consists of three distinct phases, each designed to advance innovation from concept to commercialization.

Phase I: Feasibility and Proof of Concept. In the first phase, initial research and development to demonstrate the feasibility of the proposed innovation.

Phase II: Research and Development. Based on the success of Phase 1, Phase II involves further development and prototype creation.

Phase III: Commercialization. In the final stage, the focus shifts to securing funding from private investors, government contracts, or other sources to bring the technology to commercial viability.

6 Tips for Success: Maximize Your SBIR Grant Application

To help maximize your chances of success, here are six essential tips to guide you through the process.

1. Get Familiar With the Portal and Review Guidelines and Deadlines 

Your most important resource for submitting an SBIR proposal is the Defense SBIR/STTR Innovation Portal, commonly referred to as the DSIP.  This portal provides essential tools, including access to solicitations, a sign-up for the DSIP listserv, and all the forms needed for the DOD SBIR submission process. 

While familiarizing yourself with it, thoroughly review all instructions before beginning your DOD SBIR submission. Ensure you understand all guidelines, including the formatting and required documents, and specifically note all deadlines.

2. Understand the Requirements and Focus Areas

Start with research into the specific agency’s missions, challenges, and technology needs to ensure your project aligns with its priorities. 

Next, review the topic area to understand the specific challenges or research needs that should be addressed. Then, follow the corresponding solicitation for the formal guidelines, requirements, and instructions for submitting an SBIR proposal related to the topic.

Your SBIR proposal should address the unique needs of the topic, focusing on how your solution is both innovative and relevant. A well-targeted proposal will significantly improve your chances of success.

3. Build a Strong Proposal Narrative

Your proposal narrative should begin with a clear problem statement that directly addresses the agency's challenge. Then, outline your innovative solution and why it’s unique. Highlight the potential impact of your innovation, making a compelling case for its value. 

Lastly, present a feasible path forward, detailing the milestones from Phase I to Phase II and beyond. This will show that your project is achievable and that your team can deliver on the proposed outcomes.

4. Demonstrate Technical Viability, Military Application, and Expertise

Your proposal must provide clear evidence of technical feasibility, such as preliminary data, prototypes, or results from initial tests. This demonstrates your innovation’s readiness for further development. 

The proposal should also highlight how your solution can be applied to military contexts and how it could support DOD missions. A proposal that directly addresses the military's needs is more likely to attract attention.

Finally, emphasize the qualifications of your team, particularly key personnel who bring specialized expertise. 

5. Provide Budgeting and Financial Considerations

A detailed and realistic budget is critical to your SBIR proposal. Align your budget with project milestones and timelines to ensure it reflects the true costs involved. Break down expenses clearly, including labor, materials, and overhead costs, while adhering to the agency’s specified cost categories and caps to avoid potential issues. 

A reasonable, well-structured budget signals that you understand your project's resource needs. It also helps the agency evaluate whether your financial plan is sustainable and appropriate for the scale of your proposed work.

6. Review Your SBIR Application and Submit Early 

Incorporate revision rounds into your SBIR proposal timeline. Attention to detail is essential, so seek feedback from colleagues on the content and thoroughly proofread your work.
